长达五天的谈判最终迎来了和平，我们结束了长达两年的痛苦战争，和平万岁！

提要

1. 本协议的目的是通过制定停战协议，促进双方和平，并且制止一切军事行动，减少伤亡和财产的损失
2. 本协议已达成共识，一旦签订立刻执行。
3. 在协议签订期间，双方必须停火并且停止一切敌对行动，包括但不限于军事进攻，武装挑衅以及调动军队等等
4. 双方在停战期间必须提供人道组织援助和救援，并且拆除永久性防御设施，确保实现长久的和平
5. 双方的谈判在多个组织监督下进行，如果双方发生争议和纠纷时，只能通过协商的方式调节，一切解释权归胜利方
6. 在协议签订后建立一个中立的执法机构，如发现双方中一方违法，将视为破坏和平处理。

第一章-反实体共和国罪行

反实体共和国在其统治后期进行对进步探险者联盟成员的屠杀与战争，包括长期不断的袭击非盟友的人类组织与屠杀实体，而这仅仅是反实体共和国暴行的其中一部分，以下内容是对战败方进行正式惩罚的依据：

一，反实体共和国在第一次战争中使用使用未知手段制造的生化武器与变异实体来攻击敌对组织，造成R.P.C.大量成员中毒与受伤，反实体共和国在战争休战期间利用安插各种莫须有的罪行，对进步革命者进行迫害，被关入监狱或处死的革命者超过120人。由于第一次战争草草结束，因此该次战争也包含在此次条约之中。

二，反实体共和国在第三次战争开始时，为了突破敌方阵线，擅自使用大口径炮弹攻击完全非战争地区的居民楼，导致超过140名流浪者伤亡。在此次事件后，反实体共和国仍然在战争中伤害了许多无辜的平民，为了方便推进前线，反实体共和国的军队驾驶载具横冲直撞，使用武器时毫无忌惮，误伤了众多的流浪者。反实体共和国在Level KP-11累计造成无辜人员伤亡超过2000人，占第三次战役中总伤亡人数的40%。

三，反实体共和国在第三次战争末期，由于众多关键层级的失守，A.E.A军方疑似使用未知装备毁灭了Level KP-11.2。到目前为止，已知的所有组织失去了一切关于位于该层级的人员联系，并且尝试对该层级的切入也并无成果，根据众多科研人员的调查，一致表决认定该层级被毁灭。

四，反实体共和国长期以来，对各个组织的迫害已经达到巅峰造极的程度。反实体共和国自1980年奥古斯都·西塔维纳上台之后，就不断的加深对U.A.H.成员的迫害，使用各种手段削减他们的基地，伤害他们的成员，将他们包围封锁在负数层级之内。这种情况一直到战争结束仍在持续，因此我们在下列条约中将会要求做出改变。
五，反实体共和国所开设的贸易机构严重阻碍了流浪者的正常生活，在战争期间私自抬高物价，致使流浪者缺乏物资，不少流浪者因为搜寻物资而在危险层级丧命。反实体共和国为了战争对流浪者做出了许多非人道行为，一部分流浪者因为战争的需要被赶出了住所，还有一部分经营商铺或拥有储存物资的流浪者被强制收归物资为组织所有，一些无业流浪者被抓去充军，甚至在战争时期出现了强迫流浪者送命去突破阵地的的非人道现象。

第二章-条约规定

鉴于反实体共和国所犯下的罪行，自2008年1月1日起，反实体共和国将被强制解散，原先成员可以加入新成立的反实体总督政府(A.E.G.)。至于非核心原反实体共和国成员的去向，大会公审后的建议是加入中立组织琥珀营地或者成为自由流浪者。

以下是限制反实体总督机构的条例

一、反实体总督政府不被允许拥有大规模的杀伤性武器，包括火盐炮等各式武器，所有武器不可对任何人类使用。在此条约限制下，反实体总督政府应当大量裁减军队，并且限制军队的武器数量。
二、反实体总督政府在成立之后将总督基地设在Level KP-148或者其他远离前100层的层级，反实体总督政府的军队将会被限制在前100层的活动，同时对U.A.H.的迫害也应当停止。
三、反实体总督政府的所有选举将受到进步探险者联盟监督，经济方面必须加入由联合贸易机构主导的经济市场委员会，所有采购的物资将会被严格限制，并且只允许采购生活基础物资，具有重要意义的战略物资将会被禁止采购。
